Living Will, Requiring
No one can be required to create or execute a living will.

Pennsylvania also specifically prohibits any person, program, or entity from refusing health care services or insurance to anyone just because that person does not have a living will.  Charging different rates or fees on the basis of living will ownership is also prohibited.
