Living Will, Who May Create
Pennsylvania permits any mentally competent person who is at least eighteen years old to make and execute a living will.

Someone who is less than eighteen years old, but has married or graduated high school may also create a valid living will.  Emancipated minors are also permitted make valid living wills.
